That is a very old long lensed gabakanoosh with a flat iron base. It was used by opticians.

Some people collect things that looks old, without knowing what it is and just make up things on the spot about them. I would check eBay if anyone is selling something similar?

G'day Mate

It is an old - maybe 80 ~ 100 yrs old - projector for rolls of film to be viewed in screen or wall
The "real old" ones used a candle as the light source, then it became a light bulb of some sort, and in theatres it was an arc light as they were very bright (and hot and sometimes dangerous)
