Looks like a chaffinch, but Birds like this are said to be leucistic.

As I've already said, it's a female leucistic chaffinch, do a Google search for Leucistic, which is basically the pigment in the feathers that are missing, it's a genetic fault which is usually passed on by the parents, it doesn't just happen with birds.
