Newbie issue Nikon D3200 and Tamron lens

Greetings all, Sorry for the newbie question.
I have a Nikon D3200
I purchased a Tamron AF LD 70-300mm 1:4-5.6 Tele-Macro (1:3.8) Lens
Model 3720 which is about 1996

I set the dial to f22
and turn on the camera and i get the info pop-warning
to " Lock Lens aperture ring at minimum aperture {Largest F/number}
I ensure i turned the dial to 22

I rotate my dial to A to change the aperture setting, I hold down the exposure compensation button and at the same time i use the command dial and on the display it doesn't move, the
informational stays in view and i don't see the aperture changing.

I also tried it by rotating the dial to M and also P separately and I hold down the exposure compensation button and at the same time use the command dial to adjust
and still nothing changes. I also try without holding down the exposure compensation button.

Any suggestions?

Why are you holding down the exp comp button?
Do you have the manual?

When you set the aperture ring to f/22, did you lock it? (And keep your finger off the Exposure Compensation button - that's for exposure compensation.)
