I'm attempting to use the line of the fence to draw the viewer down the side walk. Taken with open camera. Camera phone. I only have control of shutter, wb, iso, focus (stuck on f stop 2.4).
You have considerable thoughts about the fence and walkway but, try as I might, I cant find any visual interest in those two. But something else within the frame greatly interests me.
Above the fence is a sort dream world of light and form and texture. For myself, I copied it and cropped to only that region of the image. I found a few different croppings of that section that were all working well for my eye.
Likewise I tried many different tonal renderings, all of which were fascinating (to me). All variations were just quick edits performed with only the built in editor in my phone, keeping it fun and easy. Your image responds wonderfully to all sorts of quick tweaks !
It seems to be within the rules to post an example, just one of the very many variations I worked out. Its like jazz. I could just keep on improvising almost forever, and all the variations were worthwhile. So, attached here is just one, to show what I was finding in your scene, just the tip of the iceberg.
BTW, I know my experiments are not related to the nature of IR imaging but, TBH, I see nothing especially IR related in your posted image. Why did you choose to shoot it in that spectrum ?
